Annual Reports

Under the Sustainable Groundwater Management Act (SGMA), Groundwater Sustainability Agencies (GSAs) must submit Annual Reports to the California Department of Water Resources (DWR) by April 1 of each year. Annual Reports summarize basin conditions during the preceding water year and track groundwater conditions, implementation progress, and other information required under SGMA.

As the GSA and Plan Manager for the South American Subbasin, the Sacramento Central Groundwater Authority (SCGA) coordinates preparation and submittal of the Annual Reports in collaboration with the other GSAs in the basin. These reports provide an annual snapshot of basin conditions and progress toward the sustainability goal established in the Groundwater Sustainability Plan (GSP).

GSP Periodic Evaluations and Amendments

SGMA also requires GSAs to evaluate their Groundwater Sustainability Plans at least once every five years and submit a Periodic Evaluation to DWR. The purpose of the Periodic Evaluation is to assess whether the GSP remains effective in achieving the basin’s sustainability goal and whether revisions or amendments are needed based on updated conditions, implementation progress, and new information.

SCGA prepared the 2027 GSP Periodic Evaluation in collaboration with the other GSAs in the South American Subbasin. Based on the findings of the Periodic Evaluation and additional information developed since adoption of the GSP, SCGA has also prepared draft 2027 GSP Update materials for public review.
