How Groundwater Sustainability Works

Groundwater sustainability in the South American Subbasin depends on coordination between statewide policy, local agencies, and basin-wide implementation. Under California’s Sustainable Groundwater Management Act (SGMA), local agencies work together to monitor groundwater conditions, implement management actions, and support long-term sustainability across the basin.

The Sustainable Groundwater Management Act (SGMA) is California’s framework for long-term groundwater management and requires groundwater basins to develop plans that support sustainability over time.

Local Leadership

Groundwater Sustainability Agencies (GSAs) are the local agencies responsible for implementing SGMA within a groundwater basin.

SCGA

Basin Coordination

Sacramento Central Groundwater Authority (SCGA) serves as the Plan Manager and Fiscal Agent for the South American Subbasin.

SCGA helps coordinate basin-wide activities, support technical analysis and reporting, and facilitate implementation of the Groundwater Sustainability Plan.

The Groundwater Sustainability Plan (GSP)

The GSP brings together the efforts of SGMA, GSAs, and SCGA in one basin-wide roadmap for sustainable groundwater management. The plan establishes sustainability criteria, monitoring networks, and management actions used to guide long-term implementation.
