Plan Manager & Fiscal Agent

The Sacramento Central Groundwater Authority (SCGA) is the designated Groundwater Sustainability Agency for the South American Subbasin (SASb) under California’s Sustainable Groundwater Management Act (SGMA). Formed through a Joint Powers Agreement, SCGA brings together a broad coalition of public agencies, agricultural interests, water providers, and other stakeholders to coordinate regional groundwater management. 

Sacramento Central Groundwater Authority (SCGA) also serves as the Plan Manager and Fiscal Agent for the South American Subbasin (SASb). SCGA’s mission is to protect and manage groundwater resources to support long-term sustainability, community well-being, and environmental resilience.

As the largest GSA in the basin, SCGA provides leadership and coordination to support basin‑wide GSP implementation. Responsibilities include:

  • Coordinating basin‑wide groundwater sustainability activities 
  • Administering shared program funding and fiscal management 
  • Supporting preparation of SGMA‑required annual reports 
  • Coordinating five‑year GSP periodic evaluations 
  • Facilitating communication among GSAs, technical teams, and stakeholders 

SCGA works closely with partner agencies and technical consultants to ensure the basin continues to meet SGMA requirements and maintain long‑term groundwater sustainability. Together, we are working to ensure the long-term reliability and sustainability of a critical natural resource—groundwater.
