Request For Proposals

The Sacramento Central Groundwater Authority (SCGA) is pleased to invite qualified firms to submit proposals to conduct a Comprehensive Fee Study.

The selected consultant will evaluate SCGA's current funding structure, develop and assess alternative fee methodologies, and recommend a revenue approach that is equitable, transparent, legally defensible, and administratively efficient. The study will support implementation of a new funding structure for Fiscal Year 2028.
