SCGA is governed by a 14-member Board of Directors that reflects the diversity of groundwater users in the South American Subbasin. Representation includes seven public agency members, two private water purveyors, and representatives of agricultural, commercial, conservation, and self-supplied groundwater interests. This inclusive structure ensures that local voices guide the development and implementation of the Groundwater Sustainability Plan.

Board members are appointed to four-year terms by the cities of Sacramento, Folsom, Elk Grove, and Rancho Cordova, as well as the Sacramento County Board of Supervisors. Board officers are elected annually by the seated Directors. Regular Board meetings are held bi-monthly, on the second Wednesday of the month, and are open to the public.
